Abstract

This book explores the effects of global socio-economic forces on the domestic policies and administrative institutions of Japan and the United States, and it explains how these global factors have shifted power and authority downward from the national government to subnational governments. This major comparative study comprises ten pairs of essays written by leading Japanese and American scholars on parallel public policy issues, institutional patterns, and intergovernmental relations in Japan and the United States, all set in the context of globalization and its impact on decentralization in each country. The twenty contributors and the editors provide new insights into the domestic consequences of global interdependence by examining emerging strategies for dealing with environmental concerns, urban problems, infrastructure investments, financial policies, and human services issues. An important study of the changing global setting, Globalization and Decentralization emphasizes the innovative and adaptive roles played by Japanese and American state, provincial, regional, and local governments in responding to the dramatic economic and political power shifts created by the new world order.

Abstract

La extensa bibliografía relativa a las economías exitosas de Asia suele tratar con descuido el principal factor productivo: la población. Con el afán de ir más allá de esa tendencia, el autor pone de realce algunas de las múltiples dimensiones de la relación entre los recursos humanos y desarrollo económico.El texto está organizado en torno a la idea de que los procesos sociales no son aleatorios, sino determinados por el contexto socioeconómico. Éste determinaría, por una parte, la posibilidad de que los procesos sigan una tendencia definida; pero, por la otra, la realización de esa posibilidad depende única y exclusivamente de los individuos considerados en forma aislada o colectiva. Así, la relación entre la percepción del entorno social y las decisiones individuales y colectivas se establece gracias a la mediación de un proceso de racionalización ejecutado por cada individuo.En este marco, las funciones de los individuos y de las autoridades públicas han tenido una importancia de primer orden para la consecución de los objetivos de dos proyectos de nación tan disímbolos como los de Japón y México. Contrastando las experiencias de ambos países, el autor busca extraer lecciones útiles para un México necesitado de nuevas respuestas para sus viejos problemas.

Abstract

This book is an incisive analysis of Japan's deepening economic presence in Asia. It challenges neoclassical economists, arguing that instead of simply building a 'yen bloc' or responding to market forces, Japanese business and government elites are working together to build an expanded - and potentially exclusive - production zone. The authors suggest that the transplantation of many standard Japanese business practices in Asia is based on the concept of keiretsu (enterprise group) which allows a complex web of production networks to develop. The book shows that such strategic control of technology is a unique model of globalisation. While informed by economic theory, Asia in Japan's Embrace is highly accessible, containing interviews and anecdotal evidence from factory floors and board rooms. It is comprehensive and controversial, outlining policy implications and the impact on global trade.

D. R. Howland explores China's representations of Japan in the changing world of the late nineteenth century and, in so doing, examines the cultural and social borders between the two neighbors. Abstract

Employing a rational-choice approach, Professor Ramseyer studies the impact of Japanese law on economic growth in Japan. Toward that end, the author investigates the way law governed various markets and the way that people negotiated contracts within those markets. For much of the period at stake, the Japanese government was an oligarchy rather than a democracy; the judges operated a civil rather than common law regime; the economy grew modestly but erratically; and social customs changed rapidly and radically. As a result, this study applies an economic logic, but to markets in a vastly different world, in a different historical period, and with a different political regime and legal system. Findings reveal that the legal system generally promoted mutually advantageous deals, and that people generally negotiated in ways that shrewdly promoted their private best interests. Whether in the markets for indentured servants, prostitutes, or marriage partners, Odd Markets in Japanese History reports little evidence of either age- or gender- related exploitation.
